Offer an alternative hero map on the front page (e.g. showing police districts, use-of-force reports, "measures of abandonment")

Instead of showing community areas, we may want to show police districts (because they're bigger and because they enable meaningful complaints per-capita calculations, which could be something people are looking for)
Instead of showing a heat map of complaints, we may want to show use-of-force reports (and offer a different summary panel to match)
Review data/content in summary panels
Show "measures of abandonment" on the map to compare against complaints data
